FIRST PRECINCT COMMUNITY COUNCIL VENDOR RESOLUTION

| RE: | Changes to address the impact and growth of Illegal Street vending |
| WHEREAS: | NYC allows street vending by legally licensed and First Amendment vendors, and |
| WHEREAS: | These legal vendors have rules and regulation they must obey and that the NYPD enforces, and |
| WHEREAS: | Lower Manhattan has experienced an explosion of illegal vendors, who are neither licensed nor covered by the First Amendment and who are not deterred by the current enforcement, and |
| WHEREAS: | These illegal vendors conduct illegal sales, violate copyright laws, clog our streets, foster other illegal activities, pose a threat to the safety of the public and NYPD officers who enforce current laws and regulations, and |
| WHEREAS: | The officers and commands of Manhattan's First Precinct have done an exemplary job in controlling this situation, they are hindered by the current legal and enforcement environment |
| THEREFORE BE IT RESOLVED: |
The First precinct Community Councils calls on the City Council and Administration to change the current laws to allow for fingerprinting of illegal vendors when they are arrested so that the "revolving door" situation can be stopped and our police can gain control of any vending on our streets. |
